A Study On Agricultural Policy-oriented Financial Supply Pattern From The Perspective Of Public Goods

As a country with large population,China's food security is not only related to economic development,but also closely related to social stability.In fact,the central government has paid sustained attention to the agriculture issues since 1980 s.However,China's agricultural base is weak due to the long-term policies that agriculture should support industry.In addition,the agricultural production itself is characterized by decentralized and income instability,and these inherent defects can't be solved by farmers nor market economy,thus why agricultural policy finance is needed.At present,the biggest problem of agricultural policy finance is the lack of supply.So this paper bases on China's reality and puts forward some policy recommendations for the supply pattern of agricultural policy finance from the perspective of public goods.The rest part of this paper is organized as follows.In order to research the the supply pattern of agricultural policy finance from the perspective of public goods,firstly we give a brief introduction to the research background combining the necessity of the existence,the present situation,the reform direction,the supply pattern and development trend of agricultural policy finance in domestic and abroad.Then,the paper analyzes the characteristics of the public goods of agricultural policy finance and founds that agricultural policy finance is policy-oriented,partial non exclusivity,partial noncompetitive,positive externalities and nonprofit.And the paper also introduces the agricultural policy system and its current development status in domestic and abroad.Afterward,on the basis of theoretical analysis,this paper expounds the opportunities and challenges faced by China's agricultural policy supply side from the aspects of combine supply subject,supply mode,supply continuity and supply environment.And this paper also analyzes the deepening reform of agricultural policy supply pattern in internal and external aspects.Finally,the paper puts forward some policy recommendations on the basis of the previous theoretical analysis for the supply pattern of agricultural policy finance from the aspects of policy financial supply pattern innovation policy financial supply mode and external environment creation.In particular,agricultural policy finance should strengthen cooperation with commercial finance,strengthen cooperation with cooperative finance,build new rural financial organizations,improve agricultural policy insurance system,clarify the positioning of agricultural policy financial functions,establish sustainable financing mechanism and learn from BOT and other project financing modes from the aspects of policy financial supply pattern innovation,and it should Improve the legal system,control credit risk,strengthen financial supervision from the aspects of external environment creation.The above policy recommendations can help to ensure adequate supply of agricultural policy finance as a public good,to ensure the finance supply of new rural construction,to increase agricultural support,to increase the income of farmers,to realize the ambitious goal of China's well-off society in 2020 and solve the problems of agriculture,countryside and farmers...
