Policy Performance Analysis Supporting SMEs In The Context Of Supply-side Structural Reforms

Facing the new normal slowdown,central economic work conference held in 2014 proposed that new impetus to economic development should be motivated by public entrepreneurship and innovation.Small and medium-sized enterprises have underestimated the strength in the economic development in China,its development will change China's economic driving mode,promote Chinese economic entered a new era,especially the development of new special expertise in SMEs.However,in the real economy,the development of SMEs will often encounter problems,these problems often reflect the absence of government in public goods and policy supply.November 2015,the central finance and economy leading group clearly put forward that China should focus on strengthening structural reform of the supply front,increase the quality and efficiency of supply system,enhance new growth impetuses for sustainable economic development,and promote the realization of higher-lever social productive forces in our country.It indicates that the new thinking of central macroeconomic management turns to reform of the supply front,which focus on optimizing the economic structure and improving the efficiency of resource allocation.Which means,through institutional innovation,technological innovation and model innovation,etc.,get rid of the growth dilemma to build a new system of future development and release of new growth dividend.Based on the above facts,this paper discusses the important significance of constructing the policy system to support the development of SMEs under the new norm on the background of supply side structural reform,and carries out the empirical analysis with the investigation data of the new special expertise enterprise in Shanghai area,finally obtained the conclusion that for the SMEs,neutral and unbiased policy support is better than selective industrial policy.In the new normal,neutral,non-governmental,competitive,coordinated will be the future trend of industrial policy.Therefore,we need to build a better market environment to promote the development of small and medium-sized enterprises.
