In recent years, a lot of demestic places started exploring regulate rural collective land circulation management, many places emergences a lot of new models of innovation management. These models accumulated useful experience about the standardized management and the orderly operation for the realization of collective land circulation. The more typical are cases in Zhejiang, Guangdong, Chongqing mode pilot mode. But there were many problems: land transfer imbalance between supply and demand; the phenomenon of illegal land transfer outstanding; serious violations of land transfer; land transfer procedure anomie.At the same time, look at the the research of domestic rural collective construction land in this period, it lacks theoretical depth, there are no complete theoretical system. Establish a workable model of rural collective construction land market, which is an important direction of domestic land reform, it is significant for solving some of the invisible problems of agricultural land transfer at present.Firstly, elaborate the main practice through the domestic market of rural collective construction land in Chongqing model, Guangdong model and Zhejiang Model, summarize the successful experience of the three locations in the market, focus on analysising the existing problems and causes of rural collective construction land market. Second, combine with the usage status of Jinjiang City construction land, propose Jinjiang rural collective construction land market model, that is stock cooperation system and land securities and some other forms,establish the trading center of rural collective construction land, and lead in the social service system. Finally, the government’s measures for supporting the market entry of Jinjiang collective construction land are proposed from the perspective of transformation of government functions. The results provide a theoretical basis and technical guidance for Jinjiang rural collective construction land market.The innovation of this paper is as important as collective and state ownership, based on the principles of the open market with the guarantee of the main collective construction land can enjoy the corresponding rights. From the functions of the governement’s position, build Jinjiang rural collective construction land market operation model and corresponding government safeguards.
