Research On Standardizing The Administration Mode Of Examination And Approval Of Mining Right In Hohhot City

Examination and approval of mining right is an important component of China's administrative approval system.Managing the examination and approval of mining right has always been the core of mining management.It supports the exploitation of mineral enterprises and protection of legal rights of mining-right holders.With the continuous development of reform in mining industry and the increasing of its marketization degree,the traditional examination and approval of mining right is confronted with lots of challenges and maybe not adaptive.Moreover,in recent years,the Party Central Committee and the State Council have proposed the requirements for “further the reform of administrative approval system and quickening the transformation of governmental functions”.Transformation of governmental functions means the transition of traditional management-oriented government to service-oriented government,innovating methods for public administration,streamlining administration and delegating power to the lower level,strengthening the supervision,improving the efficiency.However,the management modes of examining and approving the mining right has some problems.The reform of managing and exploiting the mineral resources in Hohhot,especially the management system of examination and approval of mining right,is still at the exploratory stage.In the paper,combined with the practical work of author,it focuses on the current status of management of examining and approving the mining rights in Hohhot City.The currently tandem-type mode of examining and approving the mining rights was analyzed.Based on the theory of government process re-engineering,the idea of process optimization was utilized to propose the parallel mode.Besides,possible reasons of various problems such as irregular materials for examination and approval,too many departments involved,confused and mingled procedures,ambiguous timing and order of material preparation were analyzed.Several measures were utilized as the fundamental starting point,such as streamlining administration,delegating more powers to lower-level government and society,improving regulation and optimizing services.By review,literature analysis and empirical research,the management modes of examination and approval of mining right in Hohhot City were further sorted out and the corresponding measures and advice were given so as to improve the quality and efficiency of management of examining and approving the mining right in Hohhot City.By the above analysis and research,the Party Central Committee's requirements on administrative examination and approval(i.e.streamlining administration,delegating more powers to lower-level government and society,improving regulation and optimizing services)were further interpreted so as to promote the transition of Hohhot Government's function from management-oriented to service-oriented.It's expected this paper shall start and encourage further discussion on this issue and provide reference for the examination and approval of mining rights at other administrative institutions.In brief,for the development of socialist market economy,the reform in management system of examining and approving the mining right should be furthered.The management mode of examination and approval of mining rights should be optimized.All these shall not only guide the mineral-certificate departments but also promote the mining economy in Hohhot City,guaranteeing the sustainable economic development in Hohhot city.
