Research On Governmental Supporting For Farmer Specialized Cooperative In Gaoqing Of Shandong Province

Since "Farmer Cooperatives Act" was introduced in 2007,the development of farmer specialized cooperatives has opened a new chapter.Affected by international and domestic markets,agriculture and rural development is facing a grim situation at present.The enthusiasm of farmers employed in agriculture is low and the profit of planting is slenderness.The farmer cooperatives as a new operating system is the backbone of agriculture.And it should play a role in the new rural agriculture reform.The construction and development of farmer cooperatives is inseparable from government support.As a new agricultural business entities,farmer cooperatives inherently are weak nature,the development of small-scale and non-standard.They need the help of the government toward standardization.In recent years,although the government has given legal,policy,financial and other aspects of support in the promotion of farmer cooperatives,but there are some questions,such as emphasis on building but developing,the lack of linkage between departments,lack of service platforms and other issues.Based on the relevant concepts and theories,the thesis describes status of farmer cooperatives in Gaoqing and the supporting farmer cooperatives by local government.It analyzes the problems and causes in the supporting farmers cooperatives by government.It actively explores how the government to support the development of farmer cooperatives from the domestic and international experience.It gives some suggestions such as the correct positioning of the government,changing the way of service,providing service platform,standardize the development of cooperatives,financial support.It hopes to provide some useful ideas for the local government to promote the development of farmer cooperatives.
