Design And Implementation For The Investigation System Of Rural Land Management Right

The registration of affirming the right to rural land contractual management is a national project,which is aimed at solving many problems such as the unknown metes and bonds,unknown property right,etc.In order to speed up the urbanization and industrialization process,it is necessary to find out he property right of farmers.After registering,the right to rural land contractual management can be activated,the allocation of land resources can be optimized,the orderly transfer of land management rights can be guide,the appropriate scale management of Agriculture can be developed,the healthy development of modern agriculture can be promoted,the new rural cooperative or agricultural company will be set up,farmers' land can be a shareholder or transfer,so as to improve the status of farmers in the market economy system.The registration of affirming the right mainly includes:contracting party investigation,contractor investigation,contract land investigation and measurement rural land of four parts.Ownership information investigation mainly rely on paper form to complete the relevant information to complete the investigation;rural land investigation using the advantage of the combination of the obvious method to complete the collection of spatial data.Currently,the ownership information of the contracting party and the contract issuing party shall be in storage by separate two sets of systems.Contracting land survey and land surveying and other spatial data needs to be in storage.The data consistency and integrity of the data cannot be guaranteed,lacking profession.This kind of software has been generated and is mainly oriented in the production for the low-level group,such as EPS from Tsinghua Sunway Survey and another software generated in the ArcGIS.Therefore,because of the usage habits of surveying and mapping personnel,there are some limitations.For field researchers prefer software such as the CASS,it is not the most convenient one in affirming the right.So the idea of using VBA language combined with the Access database on the AutoCAD platform for the secondary development came into being.The main functions are as follows:1,The product could realize digital photography as a DOM,field measurement data successfully loaded,building a running environment for the combination method.2,It also could be used in drawing the polygon of land mass,measuring the area,image cutting,attribute query and output.3,The acquisition and storage of control points,boundary,block and other related spatial data point map information.It can also check related data tables in AutoCAD platform database.4,It can also finish putting the ownership information such as the party awarding contract,the contractor into the database in the drop-down list box.Family members information can realize bulk import by EXCEL.
