Old-age Security Issue Of Land-expropriated Farmers In The View Of Basic-level Government

With the constant development of economic society,urbanization has become the inevitable choice of Chinese modernization construction;thus,the old-age security issue of land-expropriated farmers emerged continually along with urbanization process.As the implementation subject of land-expropriated farmers' old-age security,basic-level government will take the responsibility of implementing national will on the masses on the one hand;on the other hand,it faces the land-expropriated farmers' appeals directly,which means that basic-level government plays vital role during the proves of implementing land-expropriated farmers' old-age security.Therefore,how basic-level government reinforces its own construction,effectively solve the old-age security issue of land-expropriated farmers,and then promote the development of urbanization process has become the new topic of current society.Started with the view of basic-level government and by taking Xinli Street,Dongli District,Tianjin as example,this article researched the old-age security issue of land-expropriated farmers through combining the theoretical basis of Science of Public Management with practical survey achievements.Firstly,this article reviews domestic and overseas research achievements about the old-age security issue of land-expropriated farmers,introduces the concept and theory related to the old-age security of land-expropriated farmers,and sorts domestic experiences of land-expropriated farmers' old-age security in typical cities such as Zhejiang so as to lay theoretical foundation and practical reference for this research.Secondly,it introduces the overview of land-expropriated farmers' old-age security in Xinli Street,analyzes the advantages and disadvantages of the current policy implementation,and summarizes the major experienced methods of Xinli Street.Thirdly,through the data result of social survey,this article comprehensively evaluates the effect of existing policy implementation,analyzes the problems of old-age security issue of land-expropriated farmers and the causes in Xinli Street.At last,from the perspectives of capital guarantee,policy formulation,policy execution and supplementary means,this article raises the measures and suggestions for perfecting the old-age security issue of land-expropriated farmers in Xinli Street with the expectation to provide reference for the research in this field and further improving farmers' living standard as well as quality.
