Research On The Building Of The Old-age Insurance System For Land-Expropriated Farmers In Wenzhou City

In contemporary China,with the deepening process of urbanization,rural areas are turning into urban areas constantly.A great number of farmers became "the land-expropriated farmers",because their land are expropriated by the government.Even with the land expropriation compensation,the farmers' rights are unable to be guaranteed in the long run.Therefore,a wholesome system of social security is urgently needed.The imperfect social security system which has been established imposes tremendous impacts on the building of a harmonious society.In most areas of China,as for the medical security system,there is no significant difference between urban residents and land-expropriated farmers.However,most of land-expropriated farmers participated in the imperfect old-age insurance,which was different from the urban residents'pension system.As a result,establishing a valid social security system for the "the land-expropriated farmers" has become a priority issue.Zhejiang province has introduced relevant policies about the improvement of social security work for the land-expropriated farmers since 2003 and established a social security system for them earlier than most parts of the country.The key point of the system is to stipulate the old-age insurance policy for land-expropriated farmers.In the past 15 years,the government of Zhejiang province has continuously innovated and optimized the social security system for the land-expropriated farmers.Based on the current situation of regional development,the government combined relevant land-expropriation management measures,researched and summarized practical experience.Those policies protected the rights and solved the relevant problems for the land-expropriated farmers in a more efficient and reasonable way,promoting the comprehensive and healthy promotion of the society and economy.This thesis analyses and summarizes innovation and running experiences of the establishing and running of the old-age insurance system in Wenzhou during the recent years.Then,this thesis summarizes the social security system of land-expropriated farmers from the aspects of beneficiaries,source of funds,treatment payment,management and organization.By taking the methods of literature analysis,comparative analysis,field survey,with theoretical knowledge such as Marxist social security system and public policy value theories,this thesis summarizes the difficulties of special funds to undertake the "upgrade" expenses,the difficulty of raising funds for "transfer",the poor uniformity of the security systems in all districts and counties,and the poor standardization of the implementation of the security system.In addition,aiming at solving problems existing in the building of the old-age insurance system for the land-expropriated farmers in Wenzhou,this thesis will come up with countermeasures in four aspects,including unifying the old-age insurance system for land requisition in all regions,enhancing the social security function of the special fund,expanding channels of employment for the land-expropriated farmers,and improving governments'public service capability In land expropriation,thus providing advices on the scientific development of the social security system for the land-expropriated farmers from various perspectives.
