After the United States and European countries,China is the third largest manufacturer of yacht as well as the NO.1 potential market for yacht consumption.The fierce competition in vessel construction industry compels yacht-building enterprises to increasingly promote their technological and management level.Prior to the implementation of a construction project,they would carefully devise the plan to control its preliminary cost and make sure to adopt various methods to optimize the economic plan based on the practical problems encountered in the process of the construction.The whole optimizing process puts particular emphasis on the characteristics of the project itself and aims to enhance the pertinence and practicality of the optimizing methods.Consequently,it is undoubtedly of high importance and necessity for a construction enterprise to improve its project cost management level,and thereby strengthen the corporate competitiveness of the enterprise.The paper begins with a detailed study of the relationship between the cost control and project progress in program management,and enumerates the dominant research methods and theoretical framework of program management.The main part of the paper is the in-depth case study of Qiandao Lake yacht construction program.First,the paper provides an overview of the Qiandao Lake yacht construction program,and comprehensively introduces the phases of the construction and its individual cost control plan.Then it analyzes the relationship between the project cost and project progress of the yacht construction program in order to justify the progress schedule and cost control plan of the program.Further the research makes an overall analysis of the WBS,the corporate structure design,the staff's duty distribution matrix,and the estimated duration of each stage of the Qiandao Lake yacht construction program;in the meantime the paper includes how to calculate the probability of completing the program as scheduled and then devise the precedence network diagram and Gantt chart with the software of Microsoft Project 2010.The research then shows how much each stage of installation and construction would cost,analyzes the earned value and its implications of the program,and thus makes plans for the next stage of the program.Finally,the aforementioned method would help establish an CPM progress&cost optimization model to properly decrease the major assignments,optimize the cost and progress,and eventually rearrange the cost control and project progress plan so it is best suited to the according optimized results.The research in this paper will not only provide the references for the average yacht construction project,but also offer insights about the cost management and optimization methods of large-and-medium-sized yacht construction programs.
