Evaluation Of Urban Utility Tunnel Engineering Investment Of XX City

Urban municipal engineering is the foundation of urban development,the key infrastructure that guarantees for urban sustainable development,the foundation and carrier of economic and social development,its quality of construction and operation is directly related to the development of the national economy and the comprehensive society progress.After the CPC's 18 th National Congress,vigorously introducing social capital,especially the private capital to participate in the investment,construction and operation of municipal engineering is the important measure to transform the government functions in earnest,to straighten the relationship between government and market and the relationship between government and society.Such as the PPP(Public-Private Partnership),and other government and social capital cooperation project operation models start to play important roles in urban municipal engineering.In August 2015,the General Office of the State Council issued ?Guiding Opinions On Promoting The Construction Of Utility Tunnel?to speed up the construction of utility tunnel engineering and to coordinate,plan,construct and manage of all kinds of municipal pipelines,which can not only solve the problems such as repeated excavation,intensive overhead line network and frequent pipeline accidents,but also to protect the urban safety,improve the urban engineering,beautify the urban landscape,to promote the urban intensive and efficient development and transformation.XX City's future development goal is to adhere to the green development;setting regional cooperation to implement the national strategy,which is to build the core bearing area of the international cooperation and development under the dominant of China,a regional city.In this context,introducing such a municipal comprehensive supporting facility as utility tunnel into XX City's municipal engineering projects is completely consistent with XX City's planning and development orientation.Combined with XX City's development status,economic level and demand analysis,it's determined that the total size of 179.7kilometers of utility tunnels needed to be construct within five years.Y Road utility tunnel andmunicipal engineering projects locates in the west of XX City.The completion of this project will improve people's life convenient degree,is also of great significance in such aspects as strengthen district economic development in XX City.In this paper,engineering economics theory and methods is used.With the investment estimation,evaluation on financing capability,solvency assessment,financial appraisal,uncertainly analysis,social and environmental assessment and other means of analysis,the various factors' influences of economic impact will be effectively reduced.The scientificity and reliability of the project investment decisions are improved.It makes that the enterprises have the correct grasp of the investment activities in the further and reduce the subjectivity and rashness in the process of investment decision-making,improve investment efficiency,reduce project investment risk,optimize the allocation of resources,which provides a scientific basis for the choice of the investment decision-making.The optimal case that is technically advanced,economically reasonable,practicable and socially compatible can be chosen.
