Research On Stakeholder Governance Relationship Of Utility Tunnel PPP Project Based On SNA

The utility tunnel solves problems of pipelines by the traditional direct burial,and becomes a trend for the modernization of urban pipe network.However,due to the huge investment and the lack of experience in the construction and operation in China,our country is promoting the combination of the PPP model and the utility tunnel project.The utility tunnel project constructed by PPP mode involves many stakeholders,and the governance relationship among stakeholders is more complicated,which brings certain risks to the utility tunnel PPP project.In the actual operation,the utility tunnel PPP project also has the problems that the private participates in the enthusiasm and the pipeline units do not cooperate with the relevant stakeholders.Stakeholders can circumvent certain risks and achieve project governance by adjusting their governance relationships.Therefore,it is necessary to study the governance relationship between stakeholders in the utility tunnel PPP project.This paper firstly reviews the domestic and international research on PPP project,PPP project stakeholders and social network analysis,and finds that the current research on the governance relationship between stakeholders in the utility tunnel PPP project is insufficient,thus determines the content of this paper.Secondly,the related concepts of the utility tunnel PPP project are summarized.Thirdly,using the knowledge of stakeholder theory,project governance theory and social network analysis method,the SNA model of utility tunnel PPP project stakeholder governance relationship is constructed.Considering the importance of the operational phase,the life cycle of the utility tunnel PPP project is divided into four operational phases;14 stakeholders are identified by literature analysis-3D model-in-depth interview;the governance relationship is identified as contractual relationship,cooperative relationship,trust relationship,dependency relationship,communication relationship and performance incentive relationship through literature and expert interviews,and 15 secondary indicators for measuring the intensity of governance relationship are further identified;ANP and the questionnaire survey method have completed the quantification of the governance relationship;using NETDRAW to realize the visualization of the stakeholder governance relationship network of the utility tunnel PPP project.Fourthly,using the SNA indicators to measure the established SNA model in the two dimensions of the overall network and the individual stakeholders,and on this basis,sorts out the stakeholder governance points.Fifth,aiming at the key points of governance,it proposes to strengthen the original governance relationship,establish a new governance relationship,form alliances among stakeholders,and improve the stability of the network.The research results of this paper provide theoretical support for the research on the governance relationship between stakeholders in the utility tunnel PPP project,and provide suggestions for the governance of the utility tunnel PPP project.
