An Analysis On The SPS Measures In The Effect Of China's Agricultural Export

With the frequent trade of commodities in the world,especially the transactions of agricultural products and foodstuffs,the plant diseases and insect pests,various kinds of infectious diseases and the environmental issue resulting from improper use of chemical fertilizers and pesticides are becoming more and more frequent,and countries are paying more and more attention to food safety.The world-wide outbreak of animal and plant diseases and food safety incidents makes the SPS which aims at protecting the life,health and safety of human,animal and plant.As the main protection targets of SPS are agricultural products and foodstuffs,so its trade influence on agricultural products and foodstuffs is concerned by the countries.On the one hand,China is a developing country,our inspection and quarantine standards are difficult to match with Europe,the United States,Japan and other developed countries level,so our agricultural trade exporting market is more difficult and the competitiveness weaken.On the other hand,with the rapid advance of international trade,countries are now taking more non-tariff barriers rather than traditional trade barriers such as tariffs,while the strong eclusiveness of SPS,Member States,especially Europe,Japan and other developed countries often use it as a non-tariff barrier for protecting their agricultural markets.In order to deal with these problems,we must study SPS in depth,understand the content of SPS in developed countries,take corresponding measures to create a favorable market environment for China's agricultural trade and to promote China's agricultural exports,stabilize the status of China's agricultural power and trade power.This paper uses qualitative and quantitative methods to analyze the impact of SPS measures on China's agricultural exports from both theoretical and practical perspectives.Through a comprehensive analysis of the contents of the SPS measures,economic effects and impact mechanism,providing the government,enterprises,trade associations and researchers with valuable and operational reference from the technical level and the formulation of laws and regulations.The introduction part introduces the background and significance of the research and related literature review;The second chapter mainly focuses on the economic analysis of SPS measures on agricultural products trade?Using the game theory to analyze the impact of SPS measures on trade welfare,and the analysis of microeconomics to illustrate the short-term and long-term trade effects of SPS measures;the third chapter is on the analysis of the SPS measures currently encountered in China;Through the detailed introduction and bedding of the first three chapters,the fourth chapter analyzes the impact of SPS measures on China's agricultural exports through empirical analysis,which is the focus of the article.By constructing a gravitational model,to analyze the impact of SPS on agricultural exports by the detail datas,which is divided into the impact of primary agricultural products and processed agricultural products;the last one is the conclusions and recommendations,through the elaborate from the first four chapters of the contents of the SPS measures and its impact on China's agricultural exports,the fifth chapter makes some suggestions,hoping to China's agricultural trade has a positive prospect.
