The industrial injury insurance system,which is an important part of the social insurance system,is an early form of social insurance.The system of one-time compensation for industrial injury is one of the important aspects of industrial injury insurance in china.With the continuous improvement of China's industrial injury insurance system,the industrial injury insurance policies and standards system in Hebei province is more complete.The one-time subsidy system of industrial injury insurance was first raised in 1996 promulgated the "Trial Measures for enterprise workers injury insurance",after twenty years of development,a one-time subsidy system in the specific historical conditions,to play a larger role in the protection of the rights of injured workers and the implementation of the national industrial injury insurance policy.But in recent years,the continuous development of the economy,the work of a one-time subsidy system to adjust and improve constantly,the need to continue to deepen the reform of the field of industrial injury insurance in Hebei Province,improve service quality,improve service levels.At present in the level of system security,governance and part of the funds to pay impersonator phenomenon is not in place there is a big problem of industrial injury insurance phenomenon,compared with the people in a more equitable and sustainable development needs,provide the current system in Hebei Province,the industrial injury insurance system of the service also has a certain gap.Through investigation and analysis,this paper puts forward the corresponding countermeasures and suggestions from the aspects of the system design and the use of new technologies.Around the injury disposable subsidy system,and taking Hebei Province as an example,firstly reviews the relevant literature,through the relevant research at home and abroad,official data and some academic information on the current one-time subsidy system in the course of development and research direction for more fully understand.Secondly,according to the workers and design the questionnaire to get the status quo about a one-time grant from the visual system and the existing problems,and do a survey of satisfaction system,through the analysis of satisfaction whereinjured workers are not satisfied with the place,and then analyze and solve the problems on targeted.Third,an interview was designed for the injured workers,managers and workers.Through the interview,from the three angles of one-time subsidy system problems,causes and solutions,the interview process is relatively easy,respondents were also more willing to express their views in a relaxed condition.Another is the introduction of the real case,intuitive and vivid analysis,while enhancing the persuasiveness,through these data to promote further research.Through the analysis of questionnaire,interview and case finding,in the rapid development of social economy,the growing popularity of information technology under the background of the current indeed exist some outstanding problems running injury disposable subsidy system in Hebei province.The main one-time grant amount is difficult to meet the workers,especially the old wound treatment needs recurrent;some enterprises and workers in order to defraud the profit of lump sum payments;handling department,construction of tracking mechanism for injured workers injury lags behind etc..Through the investigation and the related literatures,analyzes the causes of the problem,found injured workers injury recurrence after the one-time subsidy amount is difficult to meet the needs of the treatment,therefore,the fundamental solution is to explore new mechanisms to enable the injured workers after injury is still subject to the work-related injury insurance fund security.According to the different degrees of potentially fraudulent behavior,should be strict system design,make payments and receive run in strict system.For the payment of a one-time compensation for the disabled,the government should use the "visible hand" to encourage and guide enterprises to pay on time and in full by means of laws and policies.
