The problem of farmers financing difficulties is one of the hottest issues of Chinese agriculture attention.Solving the difficulties of loans for farmers and promoting the development of agricultural economy has broken in the corner.With the development of loan varieties of land mortgage loans,it provides a new way to solve this problem.The right to grant rural land management rights,so that the land as a factor of production to participate in financing,increased the way to solve the financing difficulties in rural development.It is an effective way to solve the problem of shortage of funds in the process of rural economic development,which can not be used as a bottleneck in the rural land.At present,the land management right mortgage has been piloted in some parts of the country for many years,from the pilot area to carry out the situation,the loan varieties to maintain rural economic stability,expanding demands,rural poverty alleviation and the construction of new socialist countryside have played a positive effect.In this paper,by using field research methods,after reading a large number of relevant literature,summed up the rural land management rights and land management rights mortgage related concepts.Based on the theory of property right,the theory of institutional change and the theory of farmer 's borrowing behavior,this paper takes Founder County Rural Credit Cooperatives in Heilongjiang Province as the research object.Through the understanding of the land management right of Founder County Rural Credit Cooperatives,the Founder County Rural Credit Cooperatives Land management right mortgage loan evolution process and the status,draw on its successful experience in many years of practice,summed up the Founder County Rural Credit Cooperatives in the land management rights pledged to achieve the results of Founder County Rural Credit Cooperatives land management rights mortgage.The existing problems,including the legal boundaries are unclear,the mortgage area is difficult to determine,the disposal of collateral difficult,the value of land management is difficult to assess the high risk of loans these five issues.Through the analysis of the influencing factors of the land management right of the rural credit cooperatives in Founder County,this paper analyzes the influencing factors of the mortgages of the rural credit cooperatives in Founder County,and selects four first-level indicators and 12 second-level indicators to construct the index system and conduct the consistency test Finally,combining with the results of empirical analysis,the level of credit risk control,the level of credit system improvement,the borrower's credit,the soundness of laws and regulations and the basic income of farmers are the main influence on the land management right of Founder County Rural Credit Cooperatives factor.Combined with the qualitative analysis and quantitative analysis of each part of the results,put forward to improve the Founder County Rural Credit Cooperatives land management rights mortgage needs from the establishment of a good legal environment,standardize land management mortgage procedures,improve the land management right mortgage risk control,The relevant entities of the close coordination,and to strengthen the farmers land management rights of the policy of promoting the six aspects of the policy to improve,which is conducive to the Founder County Rural Credit Cooperatives to carry out the full implementation of land management mortgage loans.
