Study On The Building Of Performance Evaluation System For R City Tobacco Enterprise's Employees

With the fast development of the economic globalization,enterprises are facing increasingly fierce market competition.In order to cultivate the core competitiveness of enterprises,performance management has become one of the most important measures to improve management quality and build competitive advantage.China Tobacco is a special enterprise under protection of Tobacco Monopoly Law,which implement monopoly of tobacco products.Its adopts unified leadership,vertical management,monopoly franchise management system.In the meantime,China Tobacco is the last enterprise exist in China which combines government function and enterprise management,that is well known as monopoly bureau and company “two brands,a set of people”.As tobacco enterprise is affected by long-term monopoly and traditional state-owned spirit,there is more things to do to shorten the management gap between itself and modern enterprises.To be more specific,performance management in tobacco enterprise is lack of effective management system,and the management methods are simple,rough and out-of-date.Therefore,it is necessary to develop a modern performance management system which is in line with its own reality and service reform.This is a urgent task for tobacco enterprises which could help firm to change their development mode,deepen the system reform and complete the operation mechanism.This task can realize the transformation from traditional management to modern management.This article draws on previous research of performance management,using R City Tobacco as an example to analyze the problems existing in the company and figure out solutions.This study combines target management method,key performance indicators and 360-degree evaluation method to develop a relative scientific evaluation system for the sample firm.After this evaluation system built,it can improve overall management level and also benefit from effective modern management.This management system can provide protection for tobacco enterprise to realize its transformation and upgrading development.
