With the intensification of international competition and management reform of domestic tobacco industry, the performance evaluation management of "three courses four positions" (TCFP) has become an important way for a tobacco enterprise to obtain competitive advantage. How to treat performance evaluation rightly and build a suitable performance evaluation system to a enterprise is the key to implement performance management well. In this thesis, we analyze the existing problems and their causes consisting in performance evaluation system of tobacco industry objectively. Combining with the primary principle of modern performance evaluation, we design a TCFP performance evaluation system. We study the purpose and principle of TCFP performance evaluation, selection of evaluation methods, and implementation of evaluation results deeply. We develop a method and policy of the optimization of performance evaluation corresponding to Shandong province Taian tobacco company. Then we study the practice of Taian tobacco company's performance evaluation and summarize the impaction of the method.Tobacco industry's management system is "unified leadership, vertical management, and monopoly franchise". It is an integration of enterprises and is high degree of monopoly. But competition exists in different tobacco companies. Establishment of a scientific TCFP performance evaluation system that supports the market economic development and industry's characters is very important to the healthy and stable development of tobacco industry. It is also important to strengthen industry management and improve effectiveness of macro-control.Performance evaluation can be applied to many levels, such as industry, enterprise, department, individual and so on. Aiming at the character of tobacco industry, the thesis mainly studies the problems that relate with TCFP individual performance evaluation system, such as system design of TCFP performance evaluation, implementation of TCFP performance evaluation, feedback of performance evaluation, application of the performance evaluation results, i.e. the prompting of TCFP and so on. The performance evaluation method has been applied to Taian tobacco company for a years and obtain good economic and social effects.
