This paper mainly analyzes the present situation,existing problems and the influence of the small property right house in our country.And on this basis,it puts forward some countermeasures for the problems of the limited property right houses in our country.First of all,it analyses the present situation of the limited property right houses.It's make the construction progress as the main line,and at first analyses the construction present.In this period,there are many questions about the limited property right houses in our country,such as building construction procedures are not perfect,the standard is not unified,the relevant provisions are not perfect and so on.Because of the lack of policy status and legal status,the limited property right houses in our country has not become a mature industry yet.And secondly,it analyses the current situation of the sale of the limited property right houses,it is not like the city commercial houses that has a mature sale system and experience.Due to the limited property right houses caused by the waste of land resources and the system cost at the national level,and most of them was organized by local collective organizations,local governments and real estate developers,and sales are executed by them too,so there are many phenomena that does not comply with the provisions of the misleading propaganda.Thirdly,it analyses the current situation of after-sale service.Because of the problems and disadvantages that leave behind by the last circle,the limited property right houses existed many shortcomings compared with the city commercial houses.Customer service problems can't be solved timely,it will become a backlog,and day after day,the relationship between real estate and customer will get worse and forming a vicious spiral,all of this make the small property ecosystem operation difficult to continue.And this is the reason why there are so many problems in our limited property right houses.At last,it analyses the current situation of the management of the government.The limited property right houses' biggest feature is “mess”,all over the country complex,although the government has been taking measures,all kinds of problems as one falls another rises,coupled with the grassroots government is also a participant,it always difficult to see results.Secondly,this paper analyses the problems and its influence of the limited property right houses in our country.The limited property right houses exist problems in both the economic,legal and institutional aspect.First,the limited property right houses don't have a legal position and can't get clearly certification.Don't have real estate license to prove that it does not belong to legitimate and reasonable property,and can not be protected by relevant laws.Once relevant legal and economic disputes arise,the rights of all of them shall be impaired.And then,there are many imperfections in the construction and sale of the limited property right houses.Last,the limited property right houses has result the waste of resources because of the unreasonable of the land system.In the influence aspect,the problems of the limited property right houses refers to the policy,economy,and the people's livelihood and so on,so it will make a big influence in our macro-control.Thirdly,put forward the countermeasures to solve the problem of the limited property right houses in our country.Mainly carry out with the main line of legalization,demolition and prevention of new.As for the legislation,there are mainly two paths: one is for the limited property right houses that meet the conditions,through institutional improvement and other measures to make this part of the limited property right houses directly legalization.The second is for some limited property right houses that has been built if unable to according to its function and use to be legalized,can consider the transformation of their functions,such as transfer into the affordable housing,and like this form's indirect legalization.Of course,this must meet the relevant conditions.For the limited property right houses that cannot satisfy both of the previous conditions,it is necessary to be removed,although the cost is higher in the near future,in the long run,the cost of the payment is worth it.For the prevention of the new construction of the limited property right houses,we must resolutely stop it and no longer allow the limited property right houses development freely.At last,the above analyses shows that to thoroughly cure all kinds of problems of the limited property right houses,we must establish a serious of perfect legal system,supervision system and punishment system.
