China is a developing country with large energy consumption as well as uneven economic development,and the coal accounted for a very large proportion in China's energy consumption structure.With the further development of the national economy and the increase of energy demand,the coal consumption-based energy structure will inevitably lead to the increase of sulfur dioxide and other pollutants.For the purpose of green economy development,it has become an urgent task to control the emissions of sulfur dioxide.In China,power production is mainly focused on thermal power,therefore the flue gas desulfurization process is the most effective method to control the sulfur dioxide.However,the construction of flue gas desulfurization always causes a huge cost pressure for the enterprise.Scientific and effective cost management is an important part of modern project management,and it is also the key to improve the level of enterprise management and economic benefits.So it is of practical significance and economic and social benefits to study the cost management of flue gas desulfurization project in electric power enterprises.Based on the extensive paper research,this paper drawn lessons from the advanced project cost management experience of other flue gas desulphurization projects,and summarized the existing problems in the process of cost management of flue gas desulphurization project in Huaneng Yingkou Thermal Power Plant as well as the reasons behind these cost management problems.Then,with the help of the whole process management,detail analysis was carried out on the project preparation stage,construction phase,completion stage and the final commissioning and operation of the four main stages to find the key points of cost control,and put forward the corresponding cost management optimization measures.The theory of cost management of modern engineering project is closely linked with the concretepractice of flue gas desulphurization project of Huaneng Yingkou Thermal Power Plant to investigated the issues of cost management of flue gas desulphurization project,and the Optimization of cost management for Huaneng Group other flue gas desulphurization project was put forward to provide a reference basis for the improvement of China's energy and environmental protection projects in the field of cost management level.
