Study On The Economic Efficiency Of Development Area Of Six Cities In Northern Anhui

The establishment and development of the development zone have greatly brought about the rapid development of local economy.As a new growth point of the economy,the development zone has greatly improved the welfare and employment rate of the people in the region,and promoted the development and progress of the local economy at a higher efficient rate.The six city(Huaibei City,Bozhou City,Suzhou City,Bengbu City,Fuyang City,Huainan City,6 city)Development Zone has responded positively to the government’s call to expand the scale of the development zone and guide the transformation and development of the development zone.It has played a very active role in promoting the economic development of the six cities in Northern Anhui Province.Although the development zone of the six cities in Northern Anhui has developed rapidly,it plays an important role in improving the level of local economic development.However,we should also see the low efficiency of economic development in the six development zones in Northern Anhui Province.After more than 20 years of development,the problems of development zones have emerged,such as high investment in the development zones,high energy consumption,overcapacity,the drawbacks of the management system,backward supporting services and industrial convergence.This paper describes the theory of scale economic efficiency,industrial agglomeration theory,resource theory and the corresponding development zone of scale efficiency,industrial agglomeration efficiency and resource efficiency.Then,it analyzes the development process,achievements and problems of the six development zones in Northern Anhui Province.On the basis of the above analysis,taking the 37 development zones of six cities in Northern Anhui as the research object,the evaluation index is selected to carry out an empirical analysis of the economic efficiency of the 2011-2014 Development Zone of six cities in Northern Anhui Province.The first use of DEA year,the provinces individually Development Zone economic efficiency.At the same time using the Man Quist index change on Development Zone TFP,pure technical efficiency change and scale efficiency change index to measure dynamic analysis.Facing the above analysis and the present development zone based on the problems,countermeasures and suggestions are put forward to the corresponding,respectively:Reasonable layout of industrial structure,improve the aggregation efficiency;adjusting zone size,increase the scale efficiency;the implementation of innovation driven,improve the competitiveness of developing zone;strengthen the innovation of management system and mechanism,improve the efficiency of management of the development zone.The possible innovation of this paper lies in:there is a certain innovation on the object of study,the main research and development area of six city of Northern Anhui economic efficiency,previous studies focused on the National Development Zone or provincial Development Zone economic efficiency,and specifically for the northern areas of a detailed analysis of the operating efficiency of the method is lack.Methods using data envelopment analysis and static Malmquist dynamic analysis of the combination and operation efficiency of the development zone has a clear and comprehensive understanding of the operating efficiency of the Development Zone in detail.
