The Influences Of Land Circulation On Rural Governance And Countermeasures Research

Land is not only the guarantee for the survival and development of farmers,but also the basis for the realization of the rights of farmers.At the same time,the land system is the basic economic system of China's rural areas,and the carrier of rural grassroots organizations to achieve management.In the study of Rural Governance,whether the “state-society” two element framework analysis or multi-subject analysis,to a considerable extent,it is established on the basis of the relationship between rural and ownership.In November 2014,the General Office of the CPC Central Committee and the general office of the state Council issued ‘Opinions on guiding the orderly transfer of rural land management rights to develop an moderate scale of agricultural management ',the opinions proposed to vigorously develop the land circulation and moderate scale management,and completed the confirmation of the rights to contract for management in 5 years.In the process of land circulation,significant changes have taken place between the villagers and the villagers,between the villagers and the collective,as well as the management system of the grassroots organizations.These changes are mainly manifested in the diverse and complex rural subjects and the multi-level diversified supply demands of the farmers.These changes challenge the traditional rural governance,we should combine with the reality of rural areas and innovate the rural social governance,to advance modernization in the State governance system and governance capability.This paper is based on the empirical study of 4 villages in J County of Shandong province,taking rural land circulation as research object and focusing on the influences of rural land circulation on Rural Governance,in order to put forward some countermeasures and suggestions.There are 5 parts in this paper.The first part is introduction;it mainly includes the policies of land circulation,the definition of land circulation and rural governance,research ideas,research framework and a brief review on the study of land circulation and rural governance.The second part introduces the situation of land circulation of the 4 villages.The third part mainly analyzes the influences of rural land circulation on Rural Governance.The fourth part analyzes the internal mechanism of land circulation affecting rural governance.The fifth part discusses the measures to improve the performance of rural governance.The sixth part is the conclusion,it is the summary and refining of main content of the above papers.
