A Study On The Supply Of Rural Public Goods In The View Of Rural Governance

After the reform and opening up, China’s rural governance structure is changedfrom people’s communes’ governance structure to rural politics for village governancestructure. Under the unified leadership of the state, rural politics for village gives fullplay to the vast rural residents, making them take part in the government’s managemententhusiastically and actively, and it is one of the important achievements of the nationalpolitical system reform. Our country rural governance has made great achievements,which has far-reaching effects on the development of the rural economy and politicalprogress. During our new rural construction and urban-rural development period,shortages of the rural public goods supply seriously hindered the full development ofthe rural economic, social and cultural progress, impeding harmonious socialdevelopment and stability of rural socialist; these problems are closely related to therural governance system and mechanism. Therefore, in the rural governanceperspectives, to regulate the government providing public goods process bystraightening out the rural governance and the rural public goods supplying relationshipthrough the perfect governance structure is very significantly.Firstly, this paper defined and classified public goods and rural public goods,making clear concept and boundaries of public goods, analyzing the social governancestructure to establish people’s communes and socialist transformation period by usingrural governance theory of, and presents the two periods of rural public goods supplycharacteristics. Secondly, this paper described the rural public goods supply situationmacroscopically by searching statistical yearbook and data analysis; it gives microdescription to the selected town public goods supply situation by using the case method,and presents detailed current situation of rural public goods; the paper also reflects thecurrent management system problem of rural public goods through farmers’satisfaction appraisal to the rural public goods. Then, through management system,mechanism, supervision and other opposites, the paper analyzes the problems existingin the rural public goods. Finally, the paper gives countermeasures arrangement byusing rural governance theory, through developing the villager autonomy organization, by clearing accountability peer-to-peer local government behavior,establishing response mechanism to express farmers’ demands, and establishing themultivariate supply structure, strengthening the supervision mechanism of supply.
