This days the energy consumption and development of economy has attached great importance to our country.with the quick development of industry area,its becoming more and more obvious that energy consumption and energy saving is not enough.Changing the industry structure is in emergency,that need change the industry structure all the time.The existing research literature on the impact of the upgrading of manufacturing industry on energy consumption structure is less.Manufacturing is a huge energy consumption industry,whether the upgrading of the manufacturing industry can reduce the total energy consumption? How can we adjust the proportion of labor-intensive manufacturing,capital intensive manufacturing and technology intensive manufacturing in China's manufacturing industry in order to improve the energy consumption structure? And how can we achieve the optimization of the industrial structure of the manufacturing industry and the sustainable development of energy?To solve all of this problems,this paper using the data of manufacturing 30 industry segments during 2008-2014,constructs the industrial structure upgrading index and establishes the STIRPAT model from the perspective of the manufacturing industry structure and the value chain.Then we establish a dynamic panel threshold model about the manufacturing industry upgrading and energy consumption structure with the scale of the enterprise and human capital as the threshold variable,further researching the nonlinear relationship between of them.The study found that the upgrading of the manufacturing industry has the greatest impact on the energy consumption structure,and there is a significant double threshold effect between of them.When the enterprise scale is smaller than 13.926 or greater than 16.425,manufacturing industry upgrade can significantly improve the energy consumption structure,and when the enterprise scale ranged from13.926~16.425,the upgrading of the manufacturing industry increases the coal consumption unexpectedly,then worsening the energy consumption structure;Taking human capital as the threshold variable,the threshold values were 0.013 and0.081,enterprise human capital investment is larger,the impact of the manufacturing industry upgrading on improve the energy consumption structure is more obvious.Finally,we put forward some relative policy recommendations:(1)we should re-examine pursuit of energy intensive manufacturing industry tendency,labor-intensive and capital intensive manufacturing industry to promote the upgrading of industrial structure.Give priority to the development of low energy consumption and low pollution technology intensive industries,expand the scale of technology intensive manufacturing industry.Reduce the proportion of labor-intensive manufacturing industry,increase the proportion of technology intensive manufacturing,and promote the development of labor and capital intensive manufacturing to technology intensive manufacturing.The key to improve the energy consumption structure by increasing the degree of industrial structure advancement and industrial value chain,and increasing technology inputs.(2)A moderate amount of expanding the scale of enterprises,increasing the proportion of human capital investment in the industry,the competitive effect and cost effect.Optimize the allocation of resources,reduce production energy consumption and sewage costs.Give full play to enterprise scale advantage.To improve the level of human capital,from improving the innovation elements,increase technological innovation to improve the efficiency of industrial production efficiency and energy,so that human capital plays a huge production efficiency in the production process,to maximize resource utilization,improve the energy consumption structure.(3)For the regional differences of industrial development and energy consumption structure,China needs to formulate industrial energy policy according to local characteristics of the East,middle and West regions.Increase the investment in education in the central and western regions,and promote the diversified development of education in the western region.Establish a reasonable incentive mechanism to attract more talent to the western region.(4)It is necessary to improve the proportion of clean energy consumption,reduce coal consumption by changing the structure of energy consumption,in addition to promoting the upgrading of industrial structure,also we need to develop clean energy mechanism to reduce energy consumption.
