Since the founding of the PRC,China’s telecommunications industry started the pace of development and reform has never stopped,the basic form of a large telecommunications market,peer competition,the initial formation of the industry trend.The reform and development of the industry have brought about difficulties in the low efficiency of telecom infrastructure operation due to the influence of telecommunication infrastructure on capital investment,healthy competition of natural monopoly of the industry and the increasing demand of telecom products and services by the public.Specifically reflected in the operation of the telecommunications infrastructure,is the Government’s focus on fairness of telecommunications services and telecommunications companies to pursue their own operating profit of the mutual game.If you change the current government departments in the operation of the leading position in the process,by the telecom operators or third-party companies operating infrastructure can guarantee the safety of all members of the community to enjoy the basic telecommunications services? Western developed countries for telecommunications and other quasi-public goods price includes all of its production costs and reasonable profits,government-managed third-party operations to ensure their reasonable profitability to ensure the continuity and stability of the telecommunications infrastructure operations? All of these are to be out of the woods should be thinking about the problem.This thesis based on the collection and collation of a large number of relevant literature,the existing research results are analyzed and summarized,for the above-mentioned telecommunications infrastructure in the operational aspects of the outstanding problems to public management theory,externality theory,basic public service equalization theory And take full account of the availability of data related to the operation of telecom infrastructure in China’s major provinces and municipalities,select 31 major provinces and cities in China,and divide the eastern,central and western regions.In order to fully analyze the impact of China’s telecommunications infrastructure operation efficiency Based on the relevant factors,this thesis evaluates the current situation of telecom infrastructure operation in all major provinces and municipalities in China,constructs the input and output index system of telecom infrastructures in our country,and evaluates the operational efficiency by DEA.This thesis studies the operational efficiency of infrastructure from the perspective of public management,innovates the angle of relevant research,and establishes a set of evaluation system for scientific evaluation of operational efficiency,which is of great significance to evaluate the operational efficiency of telecommunication infrastructure.It is concluded that the current situation of China’s telecom infrastructure operation is steady and good,but the regional operation level is not balanced,and some provinces and cities still have great potential to upgrade.Finally,according to the evaluation results and the development of China’s telecom infrastructure,the thesis puts forward some improvement strategies to improve the operational efficiency of China’s telecom infrastructure,including the improvement of telecom infrastructure investment,telecommunication infrastructure sharing and telecom universal service.
