Nowadays,in the background of building an innovative country in China,R&D activites, as the driving force of the national innovation,play a pivotal role to improve national competitiveness in science and technology.R&D investment is not only focus on the input quantity and input intensity,but also on the evaluation of output efficiency to R&D activities,and on understanding the inputs on R&D whether achieving the desired results or not.Therefore,measuring effectively in R&D input-output efficiency and establish a reasonable evaluation sysytem for R&D efficiency,are helpful to understand the level of R&D development for the govermment,control effectively of R&D investment and optimally allocate limited R&D resources,formulate rational and effective R&D policies development for the govermment.Currently,the studies of chinese scholars in R&D input-output efficiency evaluation mostly remain in qualitative research, focusing on theorrtical research,and are more less in quantitative research,lacking of empirical research.In addition,the existing evaluation methods are mostly linear analysis by the existing statistical datas,and the model design and the weight selection are subjective.lt is difficult to obtain objective and accurate results.This paper uses DEA (Data Envelopment Analysis) approach in R&D input-output efficiency evaluation.Combining the characteristics of R&D activities and the trend of DEA method application,as China's 31provinces and cities'R&D input-output to the main studying objects,as R&D input-output indicators to the starting point,this paper cunducts empirical research to China's R&D input-output efficiency by DEA.At the same time,combining with hierarchical cluster analysis,this paper futherly analyzes the characteristics of China's 31procinces and cities in R&D efficiency.Finally,obtain the study results and make appropriate policy recommendations.
