Research On The Performance Evaluation Of Urban Utility Enterprises From The Perspective Of Stakeholders

With the accelerating urbanization process in China,people's living standards keep improving.There has been a sharp increase in the demand for urban public goods and services,such as water supply,heating,public transport,gas,sewage treatment,waste disposal,electricity and other public utilities products and services,while there is a shortage of supply.For a long time,the efficiency of urban public utilities in our country is generally low,which aggravates the shortage problem.A scientific and comprehensive evaluation of the performance of the public utility enterprises has important theoretical and practical significance to promote the development of urban public utilities in china and deepen the market-oriented reform of public utilities.Therefore,how to evaluate the performance of public utilities enterprises gradually calls for the attention of the government and society.There are seven parts in this paper.The first part included the background,content,significance,literature review and the innovation of the research.In the second part,we described the progress of the market-oriented reform of urban utility in our country and also put out some problems.Based on analyzing the technical and economic characteristics of urban public utilities,the third chapter introduced the stakeholders of utility enterprise.The forth part focused on constructing a research framework of performance evaluation of urban public utilities,including choosing specific index,introducing some common methods and the process of implementation.The fifth and sixth parts are empirical analysis,involving evaluating the performance of 130 listed public utility enterprises according to their financial data of 2015 and testing the factors that influence the performance.Finally,the research conclusions and management advice are put forward.
