In recent years,the construction speed of China's urban utility tunnel projects has been accelerating,but the investment in urban utility tunnel is huge.The government investment alone cannot meet the needs of urbanization development.However,the PPP model can solve this problem.It can not only ease the government's financial pressure,also introduce advanced construction and operation experience to improve operational efficiency,which is the tendency of China's urban urban utility tunnel projects.In order to guide and regulate the operation of PPP projects,the Ministry of Finance has successively issued more than 20 guidance documents in recent years.The Ministry of Finance carried out the 2015 annual performance evaluation of the pilot project in May 2016.But in practice,neither accurate guidance to evaluate the pilot projects nor clear evaluation framework are given.Therefore,it is of vital importance to deeply study the performance evaluation of urban utility tunnel under the PPP model.First of all,this paper sorts the research findings of the domestic and foreign scholars in terms of performance,performance evaluation,PPP project performance evaluation,and related theoretical results on urban utility tunnel,then summarizes them.Second,this study defines the concept of utility tunnel PPP project performance evaluation through literature review and analysis,combined with public goods theory,stakeholder theory,the "4E principle" and characteristics of integrated pipeline PPP project,the concept of utility tunnel PPP project.Thirdly,the performance evaluation index system of the urban utility tunnel PPP project is constructed in this study.The detailed procedures are as follows.Firstly,the logical framework method is used in the PPP project of urban utility tunnel;then,the performance evaluation system of the project is divided into four dimensions: input,process,output and influence.Next,the key performance indicator method(KPI)is adopted from these four dimensions.Moreover,according to the key performance index method(KPI),the key performance evaluation index of the urban utility tunnel PPP project is extracted from the four dimensions with the total number of 42.Finally,based on the questionnaire survey,the key performance evaluation index system of the integrated pipe corridor PPP project is selected with the total number of 35.Fourthly,a performance evaluation model for urban utility tunnel PPP projects is constructed.In this paper,the index weight of performance evaluation is determined by using chromatography,and then the fuzzy comprehensive evaluation method is used to construct the project performance evaluation model.Fifthly,an empirical analysis is taken in this paper.The PPP project of city A is selected as the analysis sample,which is applied in the established performance indicator system.Through the field investigation,the questionnaire survey and experts' inquiry,the relevant data of project performance evaluation are collected,and the constructed evaluation model is adopted to calculate.Finally,the performance evaluation result of the project is "good",which is consistent with the actual situation.Therefore,the result fully verifies the performance evaluation system established in this paper is feasible and reasonable.The research results of this paper provide some theoretical support for the performance evaluation of urban utility tunnel PPP project in China,and provide reference data and experience for future performance evaluation of urban utility tunnel PPP project.
