This study is based on the implicit knowledge theory,governance theory,new public management theory,focusing on the leadership competency of grassroots leaders in Ministry of Land and Resources,using literature review,O*NET analysis,behavior event interview encoding,questionnaires and other methods,starting from the perspective of leadership development,to study on the competency structure,characteristics and inherent laws of grassroots leaders in Ministry of Land and Resources and suggest the application of leadership competency model.The conclusions of this paper are as follows:(1)Constructing the leadership competency model for grassroots leaders in Ministry of Land and Resources.Using literature review,O*NET,questionnaire survey and other methods,produced 35 general competency.Through the behavioral event interview and coding 90,000 words text,the paper compares the leader of general and outstanding performance to get the 9 identification competency: Active political concentration,dedication,the spirit of hard work,public servant consciousness,empathy,tactics,problem discovering and solving ability,communication and coordination ability,grasp the key.(2)Exploring the structure of leadership competency.It is concluded that the leadership competency model consists of 5 dimensions(political character,goal driven,problem oriented,team leadership and comprehensive judgment)and 44 dimensions,which includes definition and four level of behavior of each competency.(3)Concluding the characteristics of Ministry of Land and Resources of grassroots leaders' ability and uniqueness.By compared with other grassroots leaders' competency model,grassroots leaders in Ministry of Land and Resources have good political quality and the work carries out ability;Emphasizing the goal-directed and problem oriented unified,which fits the group spirit;Paying more attention to post comprehensive ability and judgement ability.The study tests out five competency which are the most important and needs to enhance the quality for grassroots leaders in Ministry of Land and Resources: fair minded,to grasp the policy interpretation,respond to emergencies,problem solving ability and consciousness of public servants.(4)The validity of the model is verified by regression analysis of competency and performance.Leadership competency and job performance are positively correlated,and competency can significantly predict performance.At the same time,it is clear that the most important leading role in the performance prediction of Ministry of Land and Resources is the three dimensions of political character,goal driven and problem oriented.(5)Based on the model of leadership competency,the dynamic development of competency and the application suggestions are put forward.This paper designs the model of "dynamic development of competency",which covers the leadership competency model,and puts forward the corresponding evaluation methods and experiential training programs,for grassroots leaders in Ministry of Land and Resources.The application of the competency management system based on the leadership competency model includes position analysis,selection,training and performance,which provide a basis for future application work.
