Research On The Development Of Rural Practical Talents In Heyuan

As one of the major agricultural cities in Guangdong Province,agriculture has been the main driving force of economic growth in Heyuan.In recent years,the municipal government of Heyuan keep the spirit of the central document,focus on the core task of increasing the agricultural efficiency,farmers’ income and the rural stability which can speed up the process of agricultural modernization,promoting the comprehensive construction of a well-off society.However,There are series of problems come out while developing the city’s agriculture and country.Such as unreasonable structure of rural practical talents,the low whole quality of rural practical talents,the weak attraction of rural environment and the feeble relevant specific training.This series of problems have restricted the development of agricultural modernization which is not good for the construction of new socialist countryside.Therefore,how to base on the reality of Heyuan and build a contingent of high quality rural practical talents is the prerequisite for the city to take the lead in realizing the modernization of agriculture.With the deep understanding of the concept of rural practical talents and the theory,this article based on the human capital theory,by using the methods of questionnaire and interview survey to fully understand the current situation of rural practical talents in Heyuan city.At present,the rural practical talents in China have the characteristics of less overall quantity,larger proportion of planting talents and increasing talents of returning to hometown and pioneering talents.Although rural practical talents play an important role in the rural development of Heyuan city and the agricultural modernization process,but the enterprise management personnel,the farmer professional cooperative organization leader,currently the city’s most needed skills to drive the number of talents such as lack of talent,technical level and culture level still needs to be improved.It shows that need to establish the scientific concept of talent and the talent development strategy firmly,to implement the strategic priority of the rural practical talents.In the future,the following methods can solve the present problems step by step during develop the rural practical talents in Heyuan city,which is also promote the development of agricultural modernization and economy: to strengthen the construction of relevant systems and mechanisms,to increase all kinds of funding,to support efforts,to accelerate the construction of talent shortage,to imperfect the manage system of rural practical talents,to build thetraining system of rural practical talents,to stimulate entrepreneurial enthusiasm and employment of talents.
