Kenli county is an large agricultural county, located in the Yellow River Delta Efficient Ecological Economic Zone and Shandong Peninsula Blue Economic Zone. Kenli county’s geographical location determines that it has a large area of land resources and rich marine resources. It has great potential of agriculture development and good opportunity of efficient ecological agriculture. The new situation of the development of modern agricultural industrialization demands Kenli to establish a high standard, composite type of rural practical talents. Therefore, it is significant to strengthen the research of the development of Kenli Rural practical talents, which can guide the adjustment of agriculture industry structure, increase farmers’ income, promote the transfer of rural labor employment and improve the living standards of farmers.In this paper, it combines with the actual situation in Kenli County. It offers deep research to the rural practical talents of Kenli studied by literature research and field research method. Firstly, it illustrates theory and basic concepts related with the development of human resources and the rural practical talents theory and concepts. It analyzes the development status of Kenli rural practical talents. Through analyzing overall situation of rural practical talents, Kenli’s practices to exploit it and its advantage in natural environment and industry, there are some problems such as relatively less talent, low quality talent, unreasonable talent structure and unsatisfactory role-play of talents. Then, it analyzes the causes of these problems, such as the low quality of farmers, unreasonable talent incentive measures, the disjunction of training and utilizing talents and the low market allocation etc. Finally, by referring to the experience of domestic and international rural practical talents development, it puts forward some countermeasures of strengthening the Kenli rural practical talents. It is important to establish the scientific development concept of talent, build a harmonious environment to expand talent scale, establish sophisticated training system, and construct creative talent incentive mechanism to fully play its role. In addition, it is necessary to establish the education and training system gear to efficient ecological agriculture development and construct a new rural personnel reserve mechanism to build strong rural practical talents.
