Post-evaluation On The Technology Economy And Target Completion Of Xinyangdong 500kV Project

As the key infrastructure construction,power transmission project plays a vital role in economic development and people's quality of life.After the completion of project,the post evaluation work will have an overall evaluation on project implementation,economic performance,sustainability and so on.At present,the infrastructure standardization construction of State Grid Corporation has made great achievements.A "five vertical and three horizontal" management system has established that has realized vertical penetration in cost management;the unified standard and management system has established in whole process of cost management,which has realized the control in engineering cost.However,the current management system is still lack of effective evaluation on whole process of engineering cost management and management effectiveness,and it is not easy to feedback cost management information.Therefore,it is necessary for power transmission project to carry out and reseach post evaluation work innovatively,to evaluate cost management scientifically,to sum up experience in time,and to improve the cost control mechanism constantly.The research can also provide reference for similar projects,so as to improve the investment level and perfect the decision mechanism of enterprise.This paper has a post evaluation for Xinyangdong 500 kV power transmission project,mainly from the technical performance,economic efficiency,target completion.Firstly,this paper summarizes the basic theories related to project post evaluation,which has laid a good foundation for further evaluation work.Secondly,according to the specific situation of Xinyangdong,specific evaluation contents of technical performance could be determined and the evaluation index system has been established,then,we use the methods of eigenvalue and Matter-element Extension to have a post evaluation.Thirdly,on the basis of financial parameters,this paper calculates evaluation parameters of financial benefit,analyzes the project profitability and solvency,and carries out a sensitivity analysis.Finally,using the logical framework method,this paper analyses the completion of project objectives and evaluates the sustainability of project objectives through the impact analysis of internal-external factors.In addition,the target comprehensive evaluation index system is established,and entropy weight fuzzy comprehensive evaluation method is used.
