Based on the global development situation,among all generation types of the renewable energy power,compared with the conventional power,the wind power has its own competitive advantage to some extent,due to its clear expected technology,cost and other indicators.Therefore,there will be better room for the development of the wind power industry in the future,at the same time,it will lead to the rapid development of wind power construction projects.However,the existence of the lack of wind power project theory and practical experience,the lack of wind power project management personnel in China at present will affect the development of wind power projects.In the highly competitive market environment,the need to provide more scientific and reasonable countermeasures and suggestions for wind power project planning for the development and operation of the project,will be an urgent problem to be solved in the wind power project management.Based on the full process management theory of the project,the project planning is carried out in the early stage,the project implementation phase and the project operation and maintenance and post evaluation stage of wind power construction project,by using literature analysis method and case analysis method.In the early stage,plan the project quality,schedule and cost planning through the WBS decomposition to determine the project content.In implementation phase,carry out the planning of the project progress,quality,cost and other aspects in detail.In the latter part of the project,the operation and maintenance are planned,and the project loan repayment and post project evaluation are analyzed.At the same time,based on the status quo of wind power project management in China,from three stages: the early stage of the project,the project implementation,the project operation and maintenance and post-evaluation,analyze the project quality,schedule and cost of wind power project,as well as the internal division of labor of the wind power project participants,to provide better management methods and practical steps for the wind power project management planning.The whole research process is based on the actual development of wind power construction projects,to analyze the content and process of each phase planning.And combined with the concrete practice of Huadian Gansu wind power project,the research is a good reference to other projects planning work due to its theoretical and practical results.Through the research,the four dimensions of project decision-making,project construction preparation,construction project design and project implementation preparation can guide the preliminary work of wind power construction project.Planning the wind power project construction stage,wind power project completion acceptance,project warranty stage in the Huadian Gansu wind power project has a better effect;for the project planning of operation and maintenance,loan repayment and post-evaluation,it is suggested that the separation management mode of construction and operation should be adopted,and the in-depth analysis of project loan repayment,project post-evaluation and other aspects can promote the operation of the wind power project in the next stage.This paper summarizes the characteristics of the full process of project management of wind power plants,applies the advanced project management theories and methods to the construction of wind power plants,and forms a relatively complete project management method suitable for China's national conditions to improve the management efficiency,and to promote the development of wind power generation in China.
