The world's energy structure has been evolved from high carbon to low carbon,even non-carbonization.The global energy demand has entered into a slow growth stage,therefore,developing countries have gradually become the world's energy demand growth center.A large number of developed countries has already identified low carbon targets to control greenhouse gas emissions,reduce the use of coal,which causes rapid increased renewable energy consumption in the end use.In recent years,the pace of China's energy structural adjustment has been accelerating,the annual growth rate of coal consumption has decreased significantly,the external dependence of energy has been continuously improved,and the restriction of ecological and environmental protection on energy development has become stronger and stronger.Energy development enters into the New Normal of the low growth rate,low incremental quantity,low carbonization and strict resource,ecological and environmental constraints,promoting energy production and consumption revolution,accelerating the development of low-carbon cycle,which has become an important strategy for national energy development.As an important renewable energy power generation technology to fulfill energy structure adjustment and low-carban development,wind power has been realized large-scale development and application worldwide.Wind power capacity has expanded rapidly and accounts for the highest installed capacity.In the 12 th five-year-plan,China witnessed a rapid developed wind power industry,frosted a large-scale wind power market,and initially formed core technology system with the intellectual rights.A number of competitive equipment manufacturing companieswent to the international market.Everything is of its own objective law and development process.We are aware of problems of domestic wind power industry,such as high degree of external technology dependence,the quality of wind power equipment,the unsound system mechanisms of wind farm development,construction and operation,shortage of technical professionals,the imperfect standards of wind power equipment manufacturing,micro-site selection,wind farm design,development and construction,while wind power industry is flourishing.Focused on the tax incentives and subsidiaries of the industry,the domestic wind power developers pays much attention on rapid growth of scale,instead of the technology economic efficiency,the wind farm full life cycle benefits and sustainable development of wind power.There exist some unscientific and unreasonable problems in the project's early-stage development,design optimization,process control of development and construction,e.g.the micro-site selection and design optimization are not detailed enough.As a result,both efficiency and economic returns could not meet expectation or advanced level.In the next phase,with the world's growing emphasis on environmental protection,wind power and other renewable energy industry development will become the world's energy development important areas of concern.The Paris agreement reaffirmed the global warming target at 2 ° C at the end of the century,and China proposed that carbon dioxide should peak at around 2030,attempting to participate in global governance in an effort to control greenhouse gas emissions and take international responsibility.It is foreseeable that in order to achieve the target of nonfossil fuel energy consumption to 15% of the energy mix by 2020 and to 20% by2030,the country will accelerate the development of renewable energy industries such as wind power as an important path to achieve the goal.Wind power development companies have to work on how to improve the development of windpower industry quality,to achieve scientific and efficient development.As one of the forerunners to develop wind power and other renewable power generation projects in China,China Datang Corporation Renewable Power Co.,Ltd(hereinafter referred to as Datang Renewables)attaches importance on economic benefit of wind projects,which of the “first-class management,first-class equipment,first-class team,first-class efficiency” by creating quality engineering projects of“short duration,low cost,excellent quality,good efficiency”.The company is working on the effciency and economic benefits of wind project by optimizing the process of wind projects development and construction,and improving capabilities of wind farm development and management.In the past two years,the national economy has entered a new normal state,the renewable energy industry policy and the situation are changing,the domestic wind power quota system and the carbon emission trading are about to implement,the power system reform is deepening,especially the rise of the rise of Energy Internet and the coming of Big Data Era,Wind power development has been developed from the traditional mode to customization,personalization,technology,service,market-oriented mode to realize the energy value.The development and construction processes must be constantly adjusted and optimized in order to adapt to the national energy situation,power system reform and technological progress of the new requirements,so as to continuously improve the quality of wind farm development and efficiency.Based on the development and construction of wind farms in China Datang Corporation Renewable Power Co.,Ltd.,the paper conducts a lot of research,analysis and summary on the wind power projects.It mainly tease out all aspects of project development,including project approval,Micro-site selection,operation and production,design optimization,the establishment of the project company,equipment tender and selection,production preparation,post-evaluation,and etc.Then,the paper finds out the problems and shortcomings of development and construction process ofwind farm.In view of unscientific process and missing links,the paper refines and adjusts the weak links,such as the unreasonable factors of management,system,technology and personnel construction by stripping out the appearance and seeking t he clues and context of problems,and ultimately the paper concludes the main s ticking point of the problem.The paper puts forward the principles and specific plan of the process optimization,combs and builds the implementation of the plan systematically and scientifically,and thus achieves the organic integration and configuration of human resources,financial,material and various management elements,and meet the requirements of process optimization and simplification.The paper doesn't ignore the risk control of the adjusted and optimized process.It establishes safeguard measures of process optimization,in order to further enhance the quality and efficiency of wind farm development and construction,promote the upgrading of management capacity and efficiency of wind power company.
