| For a long time,with the continuous improvement of urbanization rate and the continuous adjustment of economic structure,the construction of industrial parks has made unprecedented achievements in our country,at the same time,the development of industrial parks has also exacerbated the contradiction between the sharp rise in demand for construction land and the shortage of land resources.The first-level-land development market is the basic preparation for the land to enter the market,land-first-level development projects must be in line with the government’s social development plan,urban master planning,general land use planning and land reserve development planning.so early development work to prepare sufficient or not,can directly affect the land prices,thus indirectly persistent effect on secondary property market.The land-first-level development is of great significance to solve the contradiction between cultivated land protection and city construction,improve the land intensive and efficient utilization,improve the utilization efficiency of state-owned land per unit area,improve the comprehensive competitiveness of city,and to accelerate urban and rural development.During the first-land-level development may face many problems;the most important issue is how to allocate benefits,therefore,explore safeguard industrial park land PPP(Public-Private-Partnership)development mode,and identify the problems in the relevant benefits distribution program,analysis of the causes and influencing factors,advice on rationalization of the problem,to protect the industrial park land development smoothly,promote late secondary land development,and the healthy development of the real estate market has important guiding significance.In view of the complexity of land PPP development model,this paper first explains the concept of first-land-level development and the existing model,combing the essence and structure of the different mode of land development.By comparing and analyzing the advantages and disadvantages of different mode of land development,to further explore the interests of the existing land development assignment problem.Through the study of this article,construction of PPP model of first-land-level development,establish the government,enterprises a nd the original land users of the three model of fair and reasonable distribution of benefits model.Thereby enhancing the enthusiasm of private capital to participate in first-land-level development,effectively protect the interests of the original land users,to promote the orderly development of first-land-level development process,speed up the pace of urbanization. |
