As a new kind of project financing model, Public-private partnership financing has been widely used in China's infrastructure construction for the last decade. On the one hand it resolves the Government inadequate investment in the field of public goods supply, on the other hand the use of private market-oriented mode of operation greatly improves the operational efficiency of the project. It has achieved good economic and social benefits. The introduction of market competition in scenic areas'development and construction, attracting social capital involved in the construction of scenic spots, operating by the market-oriented manner, can effectively alleviate the Government's spending pressures on protecting the tourism resources, but also to improve the protection and development of tourism resources efficiency. Private investor is to seek the project that is not only able to repay the loan, but also can return the investment, the Government's objective is to invest in resource conservation to the community under the premise of the largest comprehensive income, public-private partnership is that the two the best combination. In recent years, public-private partnership has been introduced into the development of China's scenic spots, during which has achieved some success, but in practice a number of problems have also cropped up, causing the parties to the dispute.By analyzing the scenic area and the characteristics of public-private partnership, this thesis demonstrating the scenic area is appropriate to use public-private partnership model to develop. Through the application analysis of public-private partnership financing models in the scenic spots, the article put forward a number of issues, which targeted from the project feasibility analysis, licensing frameworks, financing models, compensation models and risk-sharing. In these areas the article puts forward corresponding countermeasures and suggestions to build a scenic area of China's public-private partnership financing model application framework.
