Along with the reinforce between the regional economic and cultural exchange, the development process of urbanization is of great signification for the modernization construction in our country. In order to advance the process of urbanization, the new stage of urbanization transformation development, which treat the development of quality as the main content,is the inevitable way to develop the Chinese society.Base on the theory of the stage of urbanization development, the growth-pole theory and other theories, this paper finishes the related literature which comes from the domestic and overseas. The related literature contains several aspects, such as urbanization quality, the evaluation method and the driving mechanization of urbanization quality and the urbanization quality of the river economic belt. And then, this paper considers that the urbanization quality is a system which reflects a series of changes, which involve the coordinated development of urban and rural areas during the process of urbanization. This paper deems the 63 county units in the Pearl River-West River economic belt as the research objects, and then builds the comprehensive evaluation system of the urbanization through the 3 levels which cover the economic, the society, the development potential of urbanization. And this evaluation system contains 14 index variables.Firstly, this paper computes the comprehensive scores of the urbanization quality which from the 63 county units through 2005 to 2015 by the principal component analysis, and then uses the temporal variation of three targets which including the Moran's I Index on the comprehensive scores of the urbanization quality, the differentiation coefficient of per Capital GDP and the Theil Index of the urban population from the census register to analysis the characteristics of temporal evolution during the development of urbanization quality. The first result shows that the comprehensive levels of urbanization quality in the 63 county units have significant differences during 2005 to 2015,but these overall differences become smaller as time goes by.Secondly, with the help of the analysis of spatial exploration, the paper studies the space differentiation characteristics of the comprehensive levels of urbanization quality in the years of 2005,2010,2015.And the research results show that the comprehensive levels of urbanization quality in the 63 county units exist significant polarization at the specific time,as the upstream area exists many counties with lower comprehensive levels of urbanization quality, but there are some scattered region with the higher level of urbanization quality in the middle and downstream area.Thirdly, the paper builds the driving factors model of urbanization quality with 6 explaining variables, and chooses the model of space panel data to predict the driving factors model. The results show that the percentage of agriculture GDP and the income ratio between urban residents and rural residents have an negative effect on the urbanization quality of economic belt, and the administrative force, market force and internal force can be deemed respectively as the basis of power, the key strength and ultimate strength of improving the urbanization quality. Finally,to solve the problem of the significant polarization which exists in the urbanization quality of the Pearl River-West River economic belt, this paper provides some countermeasures and proposals from 5 aspects, which involve the economic and social development, infrastructure and public service facilities, the improvement of the population quality, etc.
