Study On Existing Problems And Countermeasures In The Development Environment Of Rural Brokers In Chongqing

Brokers with the development of commodity exchange,the emergence of a variety of trading activities for the exchange of information between the parties to exchange information,to match the transaction,to provide a variety of related services,people or organizations.The rural broker as a special group,its existence and development,is conducive to the transformation of peasants' ideology,plays a promoting function in the transport sales of agricultural and sideline products,while the rural labor force and effective coordination and distribution,optimization and adjustment of product structure to rural areas,but also to promote the scale of operation of agricultural development.The cultivation and development of rural broker,has a clear practical significance.Chongqing city policy to respond positively to the national call issued the"Chongqing broker regulations" in 2007,Chongqing has issued a document that governments at all levels should be fully aware of the rural broker function is irreplaceable,from the policy level to determine the dominant position of the group,clarifying the government's relevant measures.But the rural broker market is not fully mature,the development of the environment is limited.So it has a strong practical significance to study the problem of rural brokers in the present.In order to better understand the development environment of the rural broker,The current situation of the development of rural brokers in Chongqing city was investigated,Research is divided into two parts:the first part is a survey of rural brokers in Chongqing city,To the farmers market,the training base of the participation of the staff and the promotion of science and technology to promote the rural brokers supplemented by a questionnaire based interview.The second part is responsible for the relevant departments of industry and commerce departments and the relevant staff of the research.Visited Chongqing city Industrial and Commercial Bureau agency,Chongqing City Commission of science and Technology Department,Department of economics and management;Wanzhou District,Wulong,Fengdu,Fengjie,Kaixian City,Shapingba Industrial and Commercial Bureau supervision department in Fuling District,Bai Tao of business and industry and commerce,Li Du Shapingba District,Chenjiaqiao Zengjia,industry and commerce,Liang Zhen Yongchuan Panlong town of cooperatives and Yongchuan Shuangzhu fisheries cooperatives,large wholesale markets and rural brokers.The research method of combining interviews using a questionnaire survey method and case,to Chongqing city environment for the development of rural brokers as the research object,analysis of the existing environmental problems in the development of rural brokers based on a sample survey:policies and regulations,lack of legal concept is not clear,special policy support is limited;in terms of the supply of agricultural products,reduce economic environment intensified contradictions and increased demand for agricultural science and technology science and technology service demand and formation of the shortage of opposition;regulatory support force single,regulators do not form a cohesive force,infrastructure and regulatory mechanism is not perfect.With public policy,public administration,social security and sociology,statistics and other related knowledge,using the domestic and abroad has been made on the problem of the rural broker and academic research,to further explore the establishment of environmental mechanism suitable for the development of China's rural brokers,put forward a series of solutions and suggestions:to the countryside brokers are special legislation,to create a good economic environment,promote the development of rural brokers to increase support,which is conducive to the development of rural brokers,play its functional role,promote the rural market activity,promote prosperity and development of the rural economy,and more conducive to solve the problem of Agriculture,urban and rural,and ultimately promote the development and construction of new socialist countryside.
