PPP financing mode in China's infrastructural projects carried out in full swing.The city water works as a traditional industry,almost all of the Government-led investment in the past,low levels of marketization,malpractice,is not in conformity with the trend of the time.Introduction of PPP models bring new vitality to the development of water supplies for the city.Based on theory and practice of PPP financing mode,this paper analyses the urban water problems and explores the application of PPP mode of urban water.Yongzhou city,with "two supply two treatments" case analysis of water supply and wastewater treatment projects in the Center.We summarize the specific mode of operation of PPP mode in water conservancy project.The possible risks of the project are made by quantitative analysis with AHP.Firstly,we review the situation at home and abroad,and sorts out the basic theory,including an overview of PPP theory and the application of PPP mode of urban water engineering.Particular,this paper introduces the general situation of "two supply two treatments" center city water and sewage treatment projects of Yongzhou city,and analyses the financing situation and existing problems of the projects.For the problems that the project rely on a single government investment in water supply project in Yongzhou city's traditional financing,this paper proposes PPP financing mode,and describes the operation way in detail.After the quantitative analysis of the risk important degrees with Analytic Hierarchy Process,this paper briefly describes the risk allocation framework.Then this paper analyses the key issues of social capital introduction of PPP financing mode,and gives the relevant recommendations for possible problems in the PPP model finally.
