Study Of Hydraulic Engineering Water Supply Price Reform In Jinan

Water supply price in urban hydraulic engineering reform is a hot issue that the whole society is more concerned about. It not only directly affects the daily expenditure level of residents, impacts production, reproduction capacity and further vitality of water supply enterprises under market economy conditions, but also influences how government under market economy conditions provides public products and services and maintain sustainable development. Therefore, I make use of my actual working experience to make a systematic research on water supply price reform in Jinan.First of all, this paper analyzes the significance of water supply price reform. Water is the source of life, an indispensable material resource for human beings; however, water resources are limited. With the growing demand of water resources in world economy development, water quantity and quality have experienced a potential and essential change. A serious shortage of water resources is becoming a global issue. The lack of water resources and waste of them are co-existent. Water determines people's daily life and water price has a direct bearing on people's standard of living and serves as a link connecting the government, water companies, and consumers. The government relies on water price to regulate the relationship between water supply enterprises and consumers. The reform of water price is a concern to the people's livelihood. Jinan is famed as "Spring City". The springs are the soul of Jinan; however, Jinan is also a city suffering a lack of water resources. Water shortage affects Jinan's the reputation as "Spring City". To achieve Jinan springs spewing, in addition to engineering, administrative policies and measures, developing scientific and reasonable water price will help people form water-saving awareness, make rational use of water and improve utility efficiency of water resources.Secondly, this paper discusses the historical evolution of water price in China and Jinan. The development, improvement and reform of China's water price system experience a series of stages from the low-cost water supply under public free of charge policy to collecting water fee by calculating water cost; from pure collection of water fee to the management of water price by clarifying water as a commodity, and from extensive management to the scientific management. However, the problems of current water price still exist due to the long-run of low level of management.Thirdly, this paper makes use of water price hydraulic theory to focus on calculation and analysis of water cost in Jinan. In accordance with the relevant national standards and management measures, on the basis of collecting a large number of engineering and financial materials, by a removal of unreasonable costs, this paper calculates unilateral fixed water supply cost of diversion of Yellow River water in Jinan, ground surface and underground water sources, provides a basis of the price standards of water in water supply cost compensation, then dynamically calculates how water supply amount and loss rate affect water supply cost, finally provides different water supply programs for the future unilaterally reduction in water supply cost.Finally, on the basis of water supply cost analysis, according to the income level and water consumption in Jinan Statistics Yearbook, this paper calculates the range of increasing water price by taking the affordability of the residents into account. In accordance with the calculation results, this paper provides standard water supply cost, water supply programs and puts forward reforming ideas and suggestions on water price from the perspectives of both the market and the government.
