Study Of Regional Industrial Development In Gansu Province Based On The Ecological Efficiency

Gansu Province is a significant area of northwest China,which was positioned as industrial base since the open and reform,and then it have been the cradle of Chinese petrochemical industry and the core industrial estate of Non-ferrous metallurgical industry,once it has a very important strategic position in the national productivity layout.However,with the rising abruptly of east cities in China and the beginning of great western development strategy,and particularly the new development concepts‘Silk Road Economic Belt' and ‘21st Century Maritime Silk Road' that were presented by Chinese President,Xi Jinping.Therefore,it is a god-given development opportunity for Gansu province,simultaneously,developing industry under the premise of the environmental protection in Gansu that belongs to ecologically vulnerable areas would been more important in the future.Firstly,this paper would divide 14 cities into 4 regions based on comprehensive economic development level of Gansu,Jiayuguan is the first region and the second region includes Lanzhou,Jinchang and Jiuquan,and then Baiyin,Tianshui,Wuwei,Pingliang,Qingyang and Zhangye belong to the third region,the last Dingxi,Longnan,Linxia and Gannan constitute the fourth region.secondly,the research of this article will use the industrial ecological efficiency as the core,and through constructing the three stage DEAmodel to the theory of quantitative industrial ecological efficiency.For the choice of input indicators,in addition to conventional labor input and industrial fixed asset investment,‘three industrial wastes' and other undesirable output also have been considered to process,and the output will be analysis synthetically as the indicator of industrial added value.In order to reduce the influences of environmental factors and random variable,the energy consumption and industrial water consumption of unit industrial added value would be used as rejection index to guarantee the result could be more reliable.Thirdly,this paper will process the collected data through the model of three-stage DEA,government consumption also has been considered to analysis the reasons which could affect industrial eco-efficiency factors in Gansu,then it would be analyzed as explained variable by explanatory variable,including industry scale efficiency,pure industry technical efficiency and government consumption.Finally,this article will present the current situation and industrial development direction of each region and city in Gansu Province from the results of above analysis.
