In the process of enterprise development and growth,there are quantitative changes and qualitative changes, as well as opportunities and threats. In order to make enterprises have a long-term, sustainable, and healthy development in a rapidly changing environment,it is particularly important to find a suitable enterprise development strategy.Harbin Turbine Company Limited (HTC) is a large state-owned enterprises. It has made countless brilliant since its founding in 1950s. However, since entering the 21st century, because of the deepening economic globalization and both international and domestic fierce competition, HTC's existing internal mechanism and development strategies have restricted the company, especially in recent years, reduced economies benefits of the company. For example, in 2012, HTC was even loss of profits. Now, HTC is facing the issues about how to solve the problems in the development, how to turn into profit, and how to be scientific development. In this article,based on the study of HTC's future direction,I have proposed development strategy and implementation measures for HTC by using enterprise strategic management and modern strategic management theory.The first chapter is introduction. It outlines the research background, theoretical background and describes the purpose and significance of the article and as while as the contents, methods, and innovations of this article. In the second chapter, it gives an overview of history and current situation about the company, which laying the foundation for later study. In the third chapter,it gives a depth external environment analysis of HTC from the macro environment, industry environment, the competitive environment and other aspects. It also illustrates the opportunities and threats to the company. In the fourth chapter,it gives an objective analysis about company internal environment, illustrating the advantages and disadvantages. The fifth chapter combining with the analysis results of the previous two chapters proposes strategic objectives of the company's development,corporate vision and corporate mission by using SWOT analysis. It works out a development strategy for the company. According to the current situations and surrounding environment of HTC and combining with strategic objectives and development strategy proposed in the fifth chapter, the sixth chapter targeted put forward a relatively strong operable guarantee of enterprise strategy implementation from five aspects, and ensuring the company with a long-term healthy development.Strategic management is concerned with selection of enterprise developing directions,which is the main decision issue on company. Apart from those involving the common choice of right and wrong, in most cases it also includes those choices of things do right but get negative effect, which is more difficult.Therefore, it is inevitable that to get the concept conflict and behavior collision even pressure. I hope that development strategy study on Harbin Turbine Company Limited could shed light on other companies.
