Agriculture is the basic industry of the national economy,and it is very important to guarantee the sustainable development of our socialist economy.China has issued a document for the first time in 14 consecutive years,focusing on the construction of modern agriculture,to protect the interests of “three rural”,adopted a series of strong agricultural and agricultural policies.In 2007,the policy oriented agricultural insurance system started in a large scale in our country,which greatly improved the ability of farmers to avoid risks and stabilize the income of farmers.However,due to the constant adjustment of the agricultural economic structure,the extreme weather changes,the imbalance between supply and demand and the impact of international prices,China's agricultural products market price is very unstable,even within a year sometimes repeated “roller coaster price fluctuation change radically”,not only affects the urban and rural residents' daily life,harm the interests of farmers,affecting farmers' income,and even cause a great impact on the smooth operation of our price.Thus,the traditional agricultural insurance only for natural disasters and accidents caused by the loss of compensation has been unable to meet the needs of farmers,the target price of agricultural insurance gradually into everyone's vision,has become a new trend in the development of agricultural insurance in china.In order to solve the imbalance between supply and demand in the agricultural market,promote the structural reform of the agricultural supply side,the pilot target price of agricultural insurance at Guizhou Province in 2015.In this paper,through the analysis of the risk of fluctuations in the price of vegetables in Guiyang,combined with the implementation of the target price insurance of agricultural products in Guiyang,the effect of the implementation of the pilot year.The purpose of this paper is to provide some reference for China to carry out the target price insurance of agricultural products in a large scale,so as to ensure that the income of farmers in China is more powerful,and to ensure the steady development of China's agriculture.The first part of this paper analyzes the current situation of policy oriented agricultural insurance and agricultural products target price insurance in Guizhou Province,and then analyzes the necessity of target price insurance;Second,from January 2013 to October 2016 as the study period,selection of Chinese cabbage,,white radish,white lotus,lettuce,tomato and eggplant this six kinds of vegetables from the half price for the objects of the risk of the price of vegetables in Guiyang citywere VaR worth analysis and measurement;Third combined with the pilot work of the target price insurance of agricultural products in Guiyang in 2015,this paper analyzes the price risk prevention of the insurance products from the three perspectives of farmers,government and insurance companies in Guiyang;Finally,the establishment of special insurance system are put forward in favor of the prices of agricultural insurance to participate in the price of risk prevention measures steadily from the target price of agricultural insurance pilot,establishing and perfecting the target price of agricultural insurance system,perfecting the subsidy mechanism,the target price of agricultural insurance catastrophe risk diversification mechanism,improve security,farmers' income and Countermeasures practical suggestions to promote the steady development of the rural economy.
