Study On Management Mode And Efficiency Of Small Scale Water Project

The small-scale water projects in our country have a very important significance to agriculture and ecological environment,but there are some problems such as the lack of management and protection of farmland water conservancy facilities,engineering water shortage and low efficiency of Engineering utilization.Many scholars have done research tring to solve this problem,but lack the support of empirical research on micro level.From the micro level,it is of practical significance to clarify the property right,management and protection status and reform path by taking small-scale peasant water project as a sample to analyze and find a solution.The author summarized small-scale water property rights changes,protection of interests,the existing main management modes,management incentive mechanism and financing modes,and combined with field research on small-scale water property rights system reform and management mechanism innovation pilot Chongqing Yunyang County,the construction model by using cluster analysis method and DEA analysis method,efficiency study on the different management modes,and the characteristics of different modes.Combining the analysis result and the on-the-spot investigation information of Yunyang,the paper puts forward six countermeasures and suggestions for reform.The first is to define the ownership of property rights reform;Secondly analyze the characteristics of public goods,separated the private sector;Thirdly differ classification of engineering with different management and protection modes;Then use the government purchasing service can properly solve the problem of insufficient funds;And smooth construction and management integration mechanism;Finally ensure the supervision duty of the government after privatization.The results show that contract under the management of small-scale water project operation efficiency was higher than that of the collective management of 20 percentage points,and the scale of the project,water storage capacity directly affects the management modes: farmers tend to contract large scale,high water storage ponds,and small ponds no one is willing to contract.The innovation of this paper is to use clustering analysis and DEA analysis method of micro engineering were analyzed,the operating efficiency of the contract and collective management under the project were compared,the empirical analysis confirms that privatization is an effective method to solve the externality of public goods and the free rider problem.
