The scale management of agricultural in China is an inevitable trend.The new agricultural business entities,especially family farms,cooperatives and agricultural leading enterprises have be the main charactors in the development of modem agriculture.However,the funds for modernization of agricultural production that was only on internal financing and small loans to rural credit cooperatives were hardly met.Therefore,it creates a demand for innovative financial products and services.The reason why farmers can not get loans is that there's no suitable collateral for them,which hinder rural economic development.In the past three years,it was repeatedly put on core policy of practicing rural property rights reform and financial reform.The necessity and feasibility of the rural land management right mortgage has been fully approved.However,further development depends not only on a pilot area of government designed,but also on effective demand in non-pilot regions farmers.So it is necessary to investigate non-experimental areas' new subjects of agricultural management on the potential demand for rural land management right mortgage and its influencing factors.Hence,the goal of this paper is to analysis the various new agricultural business entities' potential needs for rural land mortgage,and on the premise of relevant laws and regulations,put forward suggestions to solve the problem of financing.The main research question was:What is the potential demand of new agricultural business entities in non-test area of mortgage of the land right?What are the factors?What the differences of different types of new agricultural business entities on farmland management right mortgage?This paper uses the data of the non pilot area of the questionnaire survey from February 2015 to September 2014 in Huaian,Xuzhou,Jiangsu,Taizhou and Nanjing City.The text is divided into three parts,the first is the new agricultural business entities'potential demand of land right mortgage analysis;the second part is the empirical analysis of different types of new agricultural business entities' potential demand;the third part is the empirical analysis of whole new agricultural business entities' potential demand of rural land management right mortgage.The conclusion of this paper is as follows:the first one is that new agricultural business entities' demand is difficult to be met.In addition,new agricultural business entities' demand on rural land mortgage in northern Jiangsu Province was slightly stronger than the Soviet Union and southern Jiangsu.The professional majors and family farms'demand was stronger than cooperatives and enterprises.And also,new agricultural business entities' potential demand is influenced by multiple effects of economic factors,land characteristics,financial institutions and policy environment.Furthermore,there were differences among different new agricultural business entities' potential demand of rural land management right mortgage.Specifically,the factors of professional majors and farm family were personal endowment,own operating conditions,interpersonal relationships and policy support.The factors of professional cooperatives were subjective cognition,asset status and the products and services provides by financial institution.The last,the main reasons for restricted loan include complex loan application procedures,lacking of qualified guarantor and collateral assets and lacking the right products and services of bankd.
