Problems And Solutions Of Hotel Security Man Agement From The Perspective Of Social Manag Ement Innovation In The Case Of Xi’an

With the development of market economy,hotel industry in Xi’an is also inclined to be vigorous,which has become an important part of the tertiary industry and one of significant urban image symbols due to its orientation towards transient population.However,there are many hidden risks,such as disordered management,illegality and irregularities.How to improve the service quality has become a major challenge concerned by hotel industry.Therefore,it is of great significance to explore how to break the traditional public security administration mode and put forward new strategies to promote its healthy development,prevent and strike crimes from social management innovation perspective.From the social management perspective,this paper illustrates the problems in the process of hotel industry development in Xi’an:non-strict real-name registration,lack of funds and staff,single administrative organization,security risks and diseases of hotel.Through the case study,this paper finds that the causes are mainly due to imperfect public laws and regularities,fierce competition,employees’ weak awareness of laws,etc.Based on the social management innovation,this paper puts forward polycentric governance theory of security administration mode "the combination of networking management(basis),information management(support),rank management(guarantee),government supervision,and profession autonomy".Beside,this paper proposes other concrete suggestions on how to improve the management of the hotel industry:changing the view of security administration,constructing the security administration network,promoting the information management level and the industry security administration legislation.All above provide us a good theoretical reference and support for breaking the traditional security administration of hotel industry in the innovation situation.
