Research On The Reform Path Of Social Security Management System In China From The Perspective Of Competition Criterion

In this paper, the author puts forward the idea of the concept of process of competition by combing the development history of competition in economics view.Then the author explain importantly three core concept,includeing knowledge time and entrepreneurs.The threat of government monopoly to process of competition,and various non-governmental supply modes of public goods,emphasizing the necessity from Single-center governance mode to polycentric governance. And based on the theory of process competition concept, the author puts forward the core concept of competition rule in this paper, thinking the rule of competition is, in fact, in the case of separation of human knowledge,bounded rationality and behavior main body interaction, trial and error learning constantly to find open dynamic mechanism of the new program.The author will be refining the rule of competition into the non-constructive, dynamic, pluralism three dimensions, and on this basis, to evaluat our country’s management system of the social security orgnaization. Basic orgnaization of social insurance monopoly by the government, strictly market access, and lead to the rationalism of the social security system construction, make social security orgnaization of agency of swelling, per capita load ratio increasing; Government sets and production as one of the "single center" governance model,the preset the government agencies, especially the central institution is an omniscient observer,can predict all the factors that influence the system of insurance,violating the knowledge work division and bounded rationality theory;Especially in the field of social medical insurance fields, administrative departments and agencies have in fact administrative subordination relations between formed tube to do regardless of the interests of the pattern. These problems are serious breach competition rules of non constructive,dynamics and diversity. Therefore, based on the above problems, the author puts forward two stages reform idea of orgnaization of social security management system in our country. The first stage is the attention with the general rules constraints the power of the government,the procedural justice strips the administrative property of the social insurance agency.The second phase is to encourage competition and establish a multi-center supply mechanism of insurance agency services.Hoping make some theoretical research on the reform and development of China’s social security management system.
