Research On The Construction Of Emergency Management System For A LNG Plant

Petroleum natural gas is an important pillar of China's national economy.However,the flammable and explosive characteristic bring a lot of security risks to the staff and enterprises to Liquefied gas production enterprises in the process of production of oil and gas.So for every petrochemical plant,It can be said that for every petrochemical enterprise,to strengthen safety management and build a sound emergency management system for enterprises is essential.As one newly constructed plant,A LNG plant haven't built its emergency management system.The incident precaution and control can not compete the potential risk of plant.In this paper,the emergency management system of A LNG plant is studied,which is of great significance to the safety management and sustainable development of A LNG plant.The dissertation studies,references the results of previous studies-and combine theory and practice.For the construction of A LNG plant emergency management system,this paper focuses on the analysis of A LNG plant emergency management situation and put forward the design principle and integrated system to construct A LNG plant emergency management system from the three modules of the comprehensive emergency management system,special emergency system and on-site handling plan system.And study the measures of construction of A LNG plant emergency management system from the administration,feasibility of emergency plan,training and drilling of emergency plan etc.This paper studies the construction of A liquefied natural gas plant emergency management system.It can help plant to recognize its limitation of existing emergency measures.Through the construction of emergency management system and mechanism,it can also help A LNG plant to develop emergency strategies,allocates emergency resources,improve the emergency the construction of management system,enhance the timeliness of emergency management system.At the same time,to provide a good reference and supplement for the emergency management system construction of other factories in petrochemical industry.
