Study On Current Situation, Problems And Countermeasures Of Implementation Of The New Mode Of Social Security System For Urban And Rural Residents

Along with the economic and social development and progress,our country has stepped into aging society,aging population problem,especially in the vast rural population,the pension protection for elderly people especially for rural area elderly people has become a serious problem in our country.Owing to the rural economic development lagging behind,poor living standard,lagging supplementary services,low agricultural economic income,mounting economic pressure and some intuitive reasons such as family economic press,habits and customs,the function of traditional pension mode is increasingly weakened,which poses a great challenge to our existing security system.To effectively relieve the aging population problem,from the mid 80's,our country began to explore pension insurance system,still the seventeenth congress which put forward “the establishment of social security system covering both urban and rural residents,” the construction of pension insurance system of our country is gradually mature.The implementation of the new type of social security system of urban and rural residents,which is not only to provide living guarantee to the masses of farmers groups after they entering old age life,maintain the stability of the rural society,promote the development of rural economy,balance urban and rural development as a whole,but also to complete the construction of a well-off society in an all-round way and lay a solid foundation for the realizing the harmonious development of society.Taking the new type of social security system of urban and rural residents as the research content,this paper selects Shicheng County of Ganzhou city in Jiangxi province as the study object.It focuses on the present implementation situation and existing problems of the new social security system for urban and rural residents.Original first-hand information collecting is through field questionnaires,from which found the real problems,and then analyzed the reasons to the problems.It also adopt advanced security modes at home and abroad.Then it firstly analyses existing problems in implementation of the new mode of social security system for urban and rural residents in shicheng town,with combination to the real situation,at last it puts forward countermeasures and suggestions for future relevant government departments in policy and decision making as experience.
