Problems And Countermeasures In The Implementation Of Rural Minimum Living Security System In Kezuozhong Banner, Inner Mongolia

Rural minimum living security system is social assistance system for the protection of the poor rural citizens whose per capita income of families below the local minimum living standard by the state and local governments.To impelling the rural minimum living security system is an important measure for building socialist harmonious and moderately prosperous society.However,in certain rural area appeared the lack of funds,the low coverage,security standards and other issues which due to the imperfect system.Therefore,it is imperative to improve the rural minimum living security system.In this paper,the author found some problems through studying rural minimum living standard in Kezuozhongqi of Inner Mongolia,such as low coverage?low security standard which has deep gap between urban and rural areas ?nonstandard recognition procedures and implementation process of the rural minimum living security system.These deficiencies affect the function of rural social security system.Therefore,put forward countermeasures that broaden raising channels the rural minimum funds and adopt effective management modes?ensure more scientific and reasonable security standards;Improve the rural minimum living security system and other supporting measures of cohesion;Suggested countermeasures to strengthen management and perfect the evaluation system.All above measures will ensure implementation of the rural minimum living security system steadily and promote the accurate poverty alleviation project,play an important role in rural economic and social development.
