Based on the development of intelligent information technology and the change of experience-oriented tourism model. This paper studies and analyzes the current information system, application and service, stakeholder linkage and guarantee of intelligent tourism system from the perspective of user-generated content System problems. Combined with innovative service design process and the system of intelligent tourism services system, the author have put forward the feasibility of the proposed strategy in the government management, e-commerce, scenic services and information construction and other modules. It aims to enhance the wisdom of tourists travel Experience, the future development of smart tourism valuable planning and recommendations.This paper summarizes the theory of user-generated content and smart tourism, analyzes the UGC user group deeply, finds out the present situation of smart tourism, and clarifies the significance of UGC model to intelligent tourism service firstly. Then it studies the theory of UGC in depth to make a theoretical basis for understanding the social,individual and technical factors that drive UGC content. At the same time, it makes in-depth study on the innovation process of service design, user research tool and service design to establish the innovative service design process which is based on the UGC model. According to the design flow and the international user research tools, the key design elements of smart tourism are summarized by using hotspot analysis, keyword statistics, questionnaire, user interview and SWOT analysis.Finally, according to the key elements of the proposed, based on the UGC model of intelligent tourism service system design, including the entire system architecture, government management platform,e-commerce system and scenic service system,as well as information construction aspects of marketing channels and content Quality strategy proposals. At last we sum up the details of the output of the proposal, including the role of people, typical scenes,stakeholders and system charts.Finally, the following conclusions are drawn: (1) The innovation service design flow based on UGC model is put forward. (2) The target users of intelligent tourism service and the specific intelligent tourism service are analyzed based on UGC user group Design elements; (3) Output the strategy proposal which is based on UGC model of intelligent tourism service design. We overall the construction of the service system planning, and sub-direction analysis of the module design strategy and details of the proposal. According to the details above,we design the wisdom of tourism services to meet the travel needs of UGC travel groups. It will help people to open up a broader future tourism market for the wisdom of tourism for the rapid development.
