Ningbo Research In The Construction Of Grain Production Area

Food is fundamental to national living so that food security has always been a top priority in China.Although total grain output in China is increasing for the last 11 years,its self-sufficiency rate of grain is falling.Due to existing environment restriction and limited technology,increasing food production in the future is becoming more and more difficult.Therefore it is especially important to construct a food production functional zone.Food production functional zone construction is a great decision in Zhejiang in order to ensure enough and immediate food supply.Ningbo follows the government's appeal and doesn't fall behind.Until today Ningbo takes its place in the front ranks in Zhejiang.In spite of these progress there still appear a variety of problems in the process of construction.Only if we spare no effort to find effective ways to solve theses problems and difficulties will tons of grain per mu in the experimental areas be appropriate to the standard as a whole.As a result,the overall grain production capacity will also be effectively improved;Apart from these,there are other advantages.For example,it will improve the mechanization of grain production as well as large scale level,thus promoting the efficiency of grain management;it will help to get farmers' enthusiasm of raising grains higher and higher owing to the demonstration lead.This academic dissertation focuses on six aspects: introduction? theoretical basis?construction status?effectiveness analysis?analysis of existing problems and corresponding measures.It aims to further sort out comparative advantages of the food production area in Ningbo?summarize the construction achievements?make benefit forecast?analyze the results achieved and find the actual problems by information reference,fields investigations,case analysis,general comparison.Besides,this dissertation come up with suggestions to the point from six aspects: consolidating leadership of the construction and management of functional area,implementing the special funds,strengthening the project planning and design,perfecting the service of land transfer,improving the overall grain production capacity and so on in the hope of promoting to play the role of grain production functional area,and effectively ensuring the safety of food supplies.
